Governing –Managing packaging waste remains a challenge, and support is growing for shifting recycling costs to manufacturers through Extended Producer Responsibility (EPR) programs, increasing calls for standardized policies that improve compliance and recycling outcomes.
While the specifics vary by law, EPR policies generally hold producers accountable for the packaging used with their products. By requiring manufacturers and brand owners to help fund recycling programs, these policies shift more of the cost of waste management away from local governments and taxpayers.
